Dear Friends, On every occasions I express that I had lived in a country for 17 years which was governed by a Presidential System and that our country should adopt this system also. Today, 95 countries in the world are governed by the Presidential System and this figure increases day by day. Particularly, it is remarkable that the countries which are governed by the Parliamentary System edge towards the Presidential System during their search for a different system. There is a quick move from the Parliamentary System to the Presidential System across the world. Why shall we deprive our country from the advantages of this system if many countries, particularly the USA, strengthened their powers in international politics by means of this system? What is more, our State tradition is also a sign that we will successfully implement this system. Presidential System is familiar to our land and culture. Our most powerful days in the history are those which powerful and stable governments were in charge. We can understand this clearly when we go through the Ottoman Empire and the first days of Turkish Republic. If Nationalist Movement Party (MHP) respects to the heritage of its founder leader, then it should explicitly define its attitude towards the Presidential System. The Nine Lights Doctrine of the late Turkes which was previously reminded by our Prime Minister will probably be taken as a guide by MHP. Also, Republican People’s Party (CHP) has to read carefully the period when Ataturk put his revolutions into practice. The Presidential System is an obligation for Turkey rather than a preference. Turkey will make significant progress through this system. The Presidential System will further improve the democracy in Turkey and make us become much closer to our targets for an advanced democracy. Turkey’s objective to reach the EU standards or even go beyond them will also be easier through the Presidential System. It is obvious that the 2023 and 2071 objectives will become much closer via this system.

Değerli Dostlar, 17 yıl Başkanlık Sistemiyle yönetilen bir ülkede yaşadığımı ve bu sistemi ülkemizin de benimsemesi gerektiğini her fırsatta ifade ediyorum. Bugün dünyada 95 ülke Başkanlık Sistemiyle yönetiliyor ve bu sayı her geçen gün daha da artıyor. Bilhassa Parlamenter Sistemle yönetilen ülkelerin sistem arayışları çerçevesinde Başkanlık Sistemi’ne yönelmesi dikkat çekicidir. Dünyada hızla Parlamenter Sistem’den Başkanlık Sistemi’ne doğru gidiş vardır. Başta ABD olmak üzere, birçok ülke bu sistemle uluslararası siyasette güçlerini pekiştirdiyse biz neden bu sistemin avantajlarından ülkemizi mahrum edelim? Kaldı ki bizim devlet geleneğimiz de bu sistemi başarıyla uygulayacağımızın bir işaretidir. Başkanlık, bizim topraklarımıza, bizim kültürümüze yabancı bir sistem değildir. Bizim tarihte en güçlü olduğumuz dönemler, güçlü ve istikrarlı yönetimlerin işbaşında olduğu dönemlerdir. Osmanlı’ya baktığımızda, Cumhuriyetin ilk dönemlerine baktığımızda bunu açıkça görüyoruz. MHP eğer kurucu liderinin emanetine saygı duyuyorsa Başkanlık Sistemi’nden yana tavrını açıkça belirlemelidir. Sayın Başbakanımızın da daha önce hatırlattığı Rahmetli Türkeş’in Dokuz Işığı MHP Yönetimi için herhalde rehber alınacaktır. CHP de Atatürk’ün devrimlerini hayata geçirdiği dönemi iyi okumalıdır. Türkiye için Başkanlık Sistemi bir tercih sebebi olmaktan ziyade bir zorunluluktur. Türkiye bu sistemle şaha kalkar. Bu sistemi Türkiye’nin demokrasi çıtasını daha yükseğe çıkaracak, ileri demokrasi hedeflerimize daha da yakınlaştıracaktır. Türkiye’nin AB standartlarına ulaşma, hatta bunların üzerine çıkma hedefi de Başkanlık Sistemiyle kolaylaşacaktır. 2023 ve 2071 hedeflerinin Başkanlık sistemiyle daha da yakınlaşacağı açıktır.
